Well, first off, he only gets the effects on the round the Joker was actually drawn, so going on hold until next round means losing that.
The reason it only lasts that round is because drawing the Joker means the deck has to be reshuffled and the Jokers need to be in there.
If the character with the Joker does choose to hold until the next round, I'd suggest the GM draw another (non-Joker) card at random and replace the "held" Joker with it. since the benefits of the Joker are lost unless used the round it is drawn, it doesn't matter much what other card is actually held for the next round (as long as its not the other Joker).

The player could "hold" their action until the next round, but they would lose all the benefits of the Joker. As the book says, the bonus for the Joker lasts for "this round." It's an opportunity, but one with a time limit.
If the player does hold their action until the next round for some reason, reshuffle as usual and don't deal the player in. The Joker is effectively back in the deck anyway as they have lost its benefits.
