Random speculation based on nothing:
The shift from normal human to the Hunter template occurs during a Moment of Clarity, in which the truth of the supernatural infestation of the world becomes undeniable and the scales of (often willful) blindness fall from one's eyes.
The x-axis of character creation is the Calling, the way in which the character has taken up the struggle against the darkness. These would be Defense (protect others), Redemption (save the monsters from themselves), Watch (observe and understand), Destroy (hunt the monsters down), and at least one other which I'm unable to think of right now.
The y-axis is the Fellowship, gatherings of like-minded hunters, some going back a century or more. At least one is Christian sect dating back to the Dark Ages, another a scientific society going back to the Enlightenment, a third a mystical new age/neo-pagan group going back to the late Victorian period (though possibly with earlier origins), and a fourth a privately and/or corporately funded conspiracy founded around the start of the 20th century.
Hunters gather in Cells. The local collection of Hunters is known as the Congregation.
The Hunter's power stat is Devotion to the Hunt, which at high levels makes it difficult to interact with regular people as the Hunt takes up more and more of their lives.
Their energy is Conviction.
I have no good ideas for Morality at this time.
Powers would be Edges, low key abilities that dont tend to have blatantly paranormal effects until the higher levels. Mostly these would boost Attributes and Skills, as well as repelling monsters, enabling one to do lethal or aggravated damage with mundane weapons, healing faster than normal and the like.
In addition there'd be an optional extra tier of powers, unique to each Fellowship, involving ritual magic, high tech weapons and such.
At least that's how I'd suggest doing it. No idea what the actual game will look like.
